Why the Future of Development Requires AI and Legal Empowerment

The next decade will be shaped by two powerful forces: (1) Artificial Intelligence (AI), and (2) Law and governance. Communities that cannot access either risk being left behind.

The New Digital Divide

The traditional digital divide was about access to the internet. The new divide is about access to AI. Artificial intelligence is already influencing credit decisions, employment opportunities, public services, legal systems, and government decision-making

The United Nations has recognized AI as a transformative technology capable of accelerating progress toward the Sustainable Development Goals. However, AI also creates new risks. These risks include bias, discrimination, surveillance, exclusion, and lack of accountability. These risks are often greatest for vulnerable communities.

Why Legal Empowerment Matters

Technology alone does not create justice. People must understand their rights. Legal empowerment helps communities understand laws, access legal services, challenge injustice, participate in decision-making and hold institutions accountable. Research increasingly shows that digital tools can significantly improve access to justice when designed inclusively.

AI and Access to Justice

AI can help bridge longstanding justice gaps. Emerging tools can assist with legal information, legal research, legislative tracking, case management, and citizen engagement

Governments and international organisations are already experimenting with AI-assisted legal systems and digital justice platforms. But responsible AI requires strong safeguards. Human rights, transparency, and accountability must remain central.
